ITT Section 1. Clause 11.1

Tenderer’s bid Proposal shall be irrevocable for a period 360 calendar days (“Bid Validity Period”).

ITT Section 1. Clause 12.1

Fail to meet any of below key factors will lead to disqualification:

1. Scope of Business must be related to the scope of work of the tender.
2. Legal Entity and Qualification of Bidder.
3. Bid proposals are in properly sealed condition with stamp or wax.
4. Bid Proposal Period of Validity shall be as required in this TENDER DATA SHEET (TDS) (aforementioned Clause 11.1).
5. Bid Bond submission & Performance Bond commitment
6. Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)
7. Price proposal is separate from Technical & Commercial proposal.
8. No significant deviation on ITT requirements.
9. Bidder's Financial Health: Meeting Company’s minimum requirement.
10. Bidders must have the following valid certificates: ISO 9001 (Quality Management System), ISO 14001 (Environment Management System), ISO45001 (or OHSAS18001) (Occupational Health and Safety Management System), Air Operator Certificate (AOC) and Safety Management System Certificate (SMS), Certificate of Registration, Certificate of Airworthiness that shall be provided in the technical proposal.
11. The Bidder shall demonstrate not less than five (5) immediate consecutive years of proven and verifiable experience in the operation of scheduled or charter passenger air transport services. Documentary evidence, such as Air Operator Certificates (AOC), licenses, or official records issued by competent civil aviation authorities, shall be provided to substantiate such experience.
12. The Bidder shall, prior to the bid closing date, conduct a mandatory on-site survey at Buzurgan Airport and hold face-to-face meetings with the Company. The objective of such meeting shall be to present, discuss, and clarify the Bidder’s proposed arrangements for future flight schedules, operational organization, and technical solutions, in order to ensure that the Bidder’s proposal is comprehensive and consistent with the Company’s requirements.
13. The Bidder shall submit the written evidence of approvals issued by the Iraqi Civil Aviation Authority (ICAA) confirming its permission to provide Charter Flight Service within Iraq.

Notes :

• The Air Operator Certificate of the Bidder and Aircraft Airworthiness Certificate of the proposed aircraft submitted by the Bidder, as required under Key Item No. (10) (in TDS ), shall be issued by a competent civil aviation authority of an ICAO member state (e.g., ICAA, CAAC, FAA, EASA), and must be valid, current, authentic, and applicable to the proposed aircraft.

Bid bond: USD 250,000.00 (USD Two Hundred Fifty Thousand Only), The Bid Bond must be presented to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.

The original validity of the bid bond shall be the same as aforementioned Bid Validity Period in Clause 11.1.

Cash Bid Bond will not be accepted from a Chinese Bidder that does not have overseas Bank account.

Tenderers should be advised that Cheques ARE NO LONGER ACCEPTED as a Bid Bonds by Company.

Joint bidding is NOT accepted by Company.

Tenderers should strictly comply and follow Subcontracting requirements and conditions mentioned in this clause.

Company prohibits firmly and strictly Collusive Bidding and any kind of collusive behaviors that will be detected and confirmed by Company at its sole discretion.

Tender Fee Amount

There will be no charge for obtaining the tender documents.
