CNOOC Iraq Limited, a company existing under the laws of British Virgin Islands, acting as lead contractor of the Technical Service Contract for Missan Oil Fields entered into by and between Missan Oil Company, TP Missan Limited and Iraqi Drilling Company, is pleased to make the following public tender announcement:

2 Tenderer shall be obligated to provide bidding documents in accordance with international practice. The tenderer will be disqualified provided that it fails to provide bidding documents in accordance with international practice. The bidding documents provided should strictly follow the requirement of ITT. The information below are the key items and factors (they are also included in ITT documents, if there is any discrepancy, ITT documents shall prevail), failure to meet any of them will lead to disqualification.
1) Scope of Business must be related to the scope of work of the tender.
2) Legal Entity and Qualification of Bidder
3) Bid proposals are in properly sealed condition
4) Bid Proposal Period of Validity (180 Days form Bid Closing Date)
5) Bid Bond submission
6) Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)
7) Price proposal is separate from Technical & Commercial proposal
8) All tubular manufactured, threaded, marked and packaged should be in accordance with applicable standards API 5CT (latest version).
9) Only accepted Country of Origin for ALL the products shall be USA, Canada, Western Europe, South Korea and/or Japan. And Tenderers should confirm CoO for all products in their Technical Proposal.
10) Contractor should provide CoO which should be legalized by the Iraqi Embassy in the origin country before delivery. Tenderer should confirm whether they can meet this requirement in their Technical Proposal.
11) The delivery schedule should be within six (6) months as of issue date of Contract.
12) Tenderer should provide detailed Manufacturing and Delivery Schedule.
13) Product Manufactureres and sole agencies with authorization letters from Manufacturers stamped by Iraq Embassy located in the countries of manufacturing plants will be accepted.
14) Tenderer shall provide certifications of API 5CT, ISO9001, ISO 14001 and OHSAS18001 in English Model.

The Bid Bond must be presented to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.
Tender Fee is required only for the bidder who decides to submit Tender Proposals, and the invoice shall be received at Contact Emails before submitting Tender Proposals. Failure to do so may lead to rejection. Payment can be cash or T/T to our financial department:
