2 Tenderer shall be obligated to provide prequalification documents in accordance with international practise. The tenderer will be disqualified provided that it fails to provide prequalification documents in accordance with international practise. The prequalification documents provided should strictly follow the requirement of ITT. The information below is the key items：
2.1 Scope of work;
2.2 A leading international law firm.
2.3 Established over 10 years.
2.4 Extensive experiences in legal services for upstream international petroleum industry.
2.5 Be proficient in English laws.
2.6 Association or cooperation with the local leading/top law firm(s) in Iraq.
2.7 The local law firm is proficient in the laws of Republic of Iraq.
2.8 English is the working language.
2.9 No less than six (6) lawyers for the team, including one (1) Chinese lawyer or someone who can communicate fluently in Chinese at least.
2.10 Location of the team office is in Beijing, or Dubai, or Hongkong.
2.11 Be able to utilize global legal resources especially in Middle East.
2.12 Not in the blacklist of vendors of CNOOC Headquarters and the Company.
2.14 Be willing to reply and respond rapidly including in non-workdays.
The prequalification documents should be provided on time required in VENDOR REGISTRATION AND PRE-QUALIFICATION. Failure to submit on time will lead to rejection.

4 Notice: The tenderer whom will be awarded the contract successfully shall pay the fee at AED 6,300 for the announcement. The payment shall be made to Company finance once the winner receives the contract award notification from Company.
