CNOOC Iraq Limited, a company existing under the laws of British Virgin Islands, acting as lead contractor of the Technical Service Contract for Missan Oil Fields entered into by and between Missan Oil Company, TP Missan Limited and Iraqi Drilling Company, is pleased to make the following public tender announcement:

Tender Fee	USD100 (ITT documents can be downloaded for free, but tender fee USD100 is required on or before Tenderer submits tender proposals, and Tenderer should provide the receipt of tender fee together with its proposal).
Tender Closing Date	No later than 16:00, on or before 8 January, 2020 (Iraq Time) (“Closing Date”).

2       Tenderer shall be obligated to provide bidding documents in accordance with international practice. The tenderer will be disqualified provided that it fails to provide bidding documents in accordance with international practice. The bidding documents provided should strictly follow the requirements of ITT. The information below are the key items and factors (they are also included in ITT documents, if there is any discrepancy, ITT documents shall prevail), failure to meet any of them will lead to disqualification.

1) Scope of Business must be related to the scope of work of the tender.

2) Legal Entity and Qualification of Bidder

3) Bid proposals are in properly sealed condition

4) Bid Proposal Period of Validity (180 Days form Bid Closing Date)

5) Bid Bond submission

6) Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)

7) Price proposal is separately from Technical & Commercial proposal.

8) Tenderer should have own certificates including ISO 9001, ISO 14001 and OHSAS 18001 of English version. These certificates are from parent company or same group are not acceptable.

9) Tenderer experience of international project management consultant is no less than 10 years or more than 5 years' good performance experience in oil field with supporting documents.

10) The accumulated amount of PMC Agreement shall over USD 10,000,000 for past five years (Y2015 to Y2019) with the valid supporting document.
