CNOOC Iraq Limited, a company existing under the laws of British Virgin Islands, acting as lead contractor of the Technical Service Contract for Missan Oil Fields entered into by and between Missan Oil Company, TP Missan Limited and Iraqi Drilling Company, is pleased to make the following public tender announcement:

Bid Proposals must be submitted only ONLINE on the COIBID Website.

Tenderer’s bid Proposal shall be irrevocable for a period 360 calendar days (“Bid Validity Period”).

ITT Section 1. Clause 12.1

Fail to meet any of below key factors will lead to disqualification:

  • Scope of Business must be related to the scope of work of the tender.
  • Legal Entity and Qualification of Bidder.
  • Bid proposals are in properly sealed condition with stamp or wax.
  • Bid Proposal Period of Validity shall be as required in this TENDER DATA SHEET (TDS) (aforementioned Clause 11.1).
  • Bid Bond submission & Performance Bond commitment
  • Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)
  • Price proposal is separate from Technical & Commercial proposal.
  • No significant deviation on ITT requirements.
  • Bidder's Financial Health: Meeting Company’s minimum requirement.
  • Bid Proposal Signed by Bidder’s Legal Representative(s) or Authorized Representative(s)

For Package 1 Construction Insurance (CAR):

  • The Bidder shall have at least three (3) years of experience in similar construction insurance packages or related insurance services and shall submit relevant contracts, policy schedules, client references or equivalent supporting documents.
  • The Bidder shall have the capability to arrange proper insurance coverage with licensed local Iraqi insurance companies, including a mandatory minimum ten percent (10%) local fronting or risk-sharing whenever an international insurer is involved and/or awarded, in accordance with Iraqi Insurance Diwan Instructions, and with leading international insurers and/or reinsurers. The Bidder shall submit supporting documents demonstrating such capability, such as a valid Iraqi insurance licence, previous or existing cooperation records with licensed Iraqi insurance companies, cooperation agreements, letters of support or confirmation from a licensed Iraqi insurance companies, or equivalent documents.
  • The Bidder, whether Iraqi-registered or international, shall have the capability to arrange the required international insurance and/or reinsurance placement, including participation by a qualified lead international reinsurer for not less than fifteen percent (15%) of the total insured risk. Bidder shall submit a preliminary placement plan identifying the proposed lead international reinsurer, together with written market support confirming its intended participation, subject to final underwriting review and agreement of terms, and evidence that it has a credit rating of not lower than A- by a recognized international rating agency. For avoidance of doubt, where an international bidder or international insurer is awarded, the insured risk placement shall include both the minimum ten percent (10%) local Iraqi fronting under item ii and the minimum fifteen percent (15%) qualified international lead reinsurer participation under this item.

For Package 2 Motor Vehicle Insurance:

  • The Bidder shall have at least three (3) years of experience in providing motor vehicle insurance packages or related insurance services and shall submit relevant contracts, policy schedules, client references or equivalent supporting documents.
  • The Bidder shall have the capability to arrange and service the required Comprehensive Motor Insurance and Automobile Third-Party Liability Insurance through licensed Iraqi insurance companies and/or other acceptable insurance markets, as applicable, including a mandatory minimum ten percent (10%) local fronting or risk-sharing with a licensed Iraqi insurance company whenever an international insurer is involved and/or awarded. The Bidder shall submit relevant placement records, policy schedules, evidence of previous or existing cooperation with insurance companies, market references or equivalent supporting documents demonstrating such capability.

For Package 3 Operational Insurance:

  • The Bidder shall have at least three (3) years of experience in similar operational insurance packages for the oil and gas industry or related insurance services and shall submit relevant contracts, policy schedules, client references or equivalent supporting documents.
  • The Bidder shall have the capability to arrange proper insurance coverage with licensed local Iraqi insurance companies, including a mandatory minimum ten percent (10%) local fronting or risk-sharing whenever an international insurer is involved and/or awarded, in accordance with Iraqi Insurance Diwan Instructions, and with leading international insurers and/or reinsurers. The Bidder shall submit supporting documents demonstrating such capability, such as a valid Iraqi insurance licence, previous or existing cooperation records with licensed Iraqi insurance companies, cooperation agreements, letters of support or confirmation from a licensed Iraqi insurance companies, or equivalent documents.

ITT Section 1. Clause15.1

Bid bond: US$ 183,000.00 (One Hundred Eighty-Three Thousand US Dollars).

 

  • For Letter of Guarantees; the Original Bid Bond must be submitted to Company in a sealed envelope and duly marked and stamped on outer envelope, to the Company office in Iraq: Address: Rooms 239/238, FOD Administrative Building. Work Base, CNOOC Camp, Missan Oil Fields.

 

  • For other Bid bond types (TT, Swift, Cash); the justification documents can be uploaded on the COIBID Website.

 

The original validity of the bid bond shall be the same as aforementioned Bid Validity Period in Clause 11.1.

 

Cash Bid Bond will not be accepted from a Chinese Bidder that does not have overseas Bank account.

 

Tenderers should be advised that Cheques ARE NO LONGER ACCEPTED as a Bid Bonds by Company.

Joint bidding is NOT accepted by Company.
