ITT Section 1. Clause 11.1

Tenderer’s bid Proposal shall be irrevocable for a period 240 calendar days (“Bid Validity Period”).

ITT Section 1. Clause 12.1

Fail to meet any of below key factors will lead to disqualification:

• Scope of Business must be related to the scope of work of the tender.
• Legal Entity and Qualification of Bidder
• Bid proposals are in properly sealed condition
• Bid Proposal Period of Validity shall be as required in this TENDER DATA SHEET (TDS) (aforementioned Clause 11.1).
• Bid Bond submission.
• Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)
• Price proposal is separate from Technical & Commercial proposal.
• Bidder should provide relevant and valid international qualifications and/or certificate to prove they have ability to perform the required work scope in a quality consistently with the international standards and/or best practices. The minimum required certificates are ISO 14001，ISO 9001, ISO 45001(or OHSAS 18001) that shall be issued by a valid certification agency.
• All bidders shall submit evidence to prove that they have at least 10 years of Oil and Gas industry experience which including 5 years of Oil or Gas field facility maintenance experience for International Oil Company (IOC) or Iraqi Governmental Oil & Gas Companies.
• Bidder should provide sufficient justifications and records to prove its cumulative value of signed contracts for long term provision of maintenance service (including overhaul, modification, upgrade, etc.) within 5 years shall be more than 15,000,000 USD.
• Bidder should provide sufficient justifications and records to prove its two highest contracts total value of all the signed contracts for long term provision of maintenance service (including overhaul, modification, upgrade, etc.) within 5 years shall be more than 10,000,000 USD.
• Bidder should provide previous contracts for upgrading or modification in the oil & gas industry within 3 years. The main scope of work should include engineering design.
• Contractors’ past performance evaluation in Missan Oilfield, only bidders with qualified performance record and new bidders to Missan Oilfield shall be considered qualified.
• Bidder shall be able to provide onsite service engineers from OEMs or authorized agents to conduct overhaul/troubleshooting service for critical equipment mentioned in ITT documents. Bidders shall provide justification such as agreement or negotiation results with at least 5 of the OEMs or authorized agents including Clyde Union, Ruhrpumpen, Flowserve, Guinard, Shanghai Marine Diesel Engine Research Institute, Chongqing Pump Industry Co., Ltd, SUPCON, ABB, Siemens, and Schneider.

Bid bond: US$ 396,000.00 (Three Hundred Ninety-Six Thousand US Dollars) The Bid Bond must be presented to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.

The original validity of the bid bond shall be the same as aforementioned Bid Validity Period in Clause 11.1.

Cash Bid Bond will not be accepted from a Chinese Bidder that does not have overseas Bank account.

Tenderers should be advised that Cheques NO LONGER BE ACCEPTED as a Bid Bonds by Company.

Joint bidding is NOT accepted by Company.

Tenderers should strictly comply and follow Subcontracting requirements and conditions mentioned in this clause.

Company prohibits firmly and strictly Collusive Bidding and any kind of collusive behaviors that will be detected and confirmed by Company at its sole discretion.
