Project Title: Diesel Generator Purchase for Emergency Power Center
Subject: Technical Clarifications
Dear bidders,
Some technical issues about the request of the bidder proposed, our reply is as follows:
Question1. At main BOQ table. CAT Standard Base fuel tank not included (not applicable for C175 ) , but we can provide 3* 6M3 build in Synch. And 10M3 external tank is also provided.
Reply: Agree
Question2. Your request for 2.5MW, 0.85power factor, 55C / please to clarify that our offer will be 3600KVA/2880KW, 0.8Power factor @50C with remote radiator (remote radiator and auxiliary equipment need an external 400V/50Hz 3phase supply about 100KW for each unit and since the generator 11,000V so these equipment cannot feed from each generator , this is an important point and need to discussed .
Reply: Not agree. Diesel generator which we purchased should supply black start power for overall plant, we can’t supply power for diesel generator.
Question3. Noting that generators will supplied without C.B and external medium voltage C.B must be provided, but it not mentioned in your request , so company should clarify that if they have medium voltage C.B or not.
Reply: We have 11KV incoming switchgear, the tenderer may not offer C.B. The tenderer should declare if include C.B in the bid proposal.
Question4. Point 3.2.4 they ask about genset control panel to be capable to communicate with their Power Management System , type of communication must clarified then we can confirm about this point.
Reply: Type of communication is Modbus RTU（RS 485）
Question5. Point 3.2.5 Neutral ground resistor will not supply ( out of our scope) .
Reply: The tenderer should declare if provide the neutral ground resistor, and it should be separately quoted in the bid proposal.
Question6. Point 3.2.11 C) Jacket water pump will not be engine driven as well as not engine mounted, noting that what they request is not applicable with these rates.
Reply: Agree
Question7. Point 3.2.11 e) these works will be done thru the enclosure and if they request genset without enclosure then these will be out of our scope but under our supervision.
Reply: The tenderer should in charge of the internal works of enclosure of the genset, the works of the outside of enclosure will be out of the tenderer scope.
Question8. Point 3.2.14 not included
Reply: Not agree. The tenderer should provide
Question9. Point 3.3.5 a) load test to be done by site load ( as we cannot provide Load bank 11,000V )
Reply: The tenderer should study the solution further and declare if include in the bid proposal, it should be separately quoted if include
Question10. About 25Years life , this totally cannot be confirmed as it depend on type of service ,method of operation , average load , Etc …
Reply: Please state the deviation in the bid proposal, please offer the life under the normal condition
Question11. Point 3.6 about power cables termination , this will be out of our scope
Reply: The terminal of Power Cables by COMPANY will be out of the TENDERER scope
Question12. For point 3.9.3 iratrac will provided if required as well as power cable tray out of our scope.
Reply: The tray of Power Cables by COMPANY will be out of the TENDERER scope
Question13. For point 4.2.3 black start generator must added ( at least C-13 )
Reply: Please the tenderer give the optimum solution
Question14. For point 4.2.4 standard CAT lead acid battery will supplied
Reply: Agree
Question15. For point 4.3.3 please clarify what filtration system required
Reply: external filtration system besides fuel filter, if the tenderer provide the external filtration system, it should be separately quoted in the bid proposal.
Question16. Point 7.1 load test to be done by site load ( as we cannot provide Load bank 11,000V )
