Subject: Commercial Clarification for Certificate of Origin

Dear Bidders,

CNOOC Iraq Limited hereby publishes the commercial clarification for Certificate of Origin for Diesel Generator for Emergency Power.

This is a new regulation from local authority MOC and means material (or equipments) purchasing outside Iraq will no longer accept a third country and  non-production material the export countries provide. CNOOC Iraq Limited needs to follow up strictly.

“Certificate of origin is a document prepared by the company producing or manufacturing goods and attested by chamber of commerce in the country of origin, or by any party that is legally authorized to prove the reality of origin of goods stated in the document. The goods are manufactured or produced by one country and they can be manufactured by more than one country, so in this case, these goods shall be attested by the country where the last fundamental transformation have been conducted (Collection). The certificate should include all necessary information about goods (Type, producing company, production place, exporting company, beneficiary party & the shipping company). The benefit lies in protecting the consumer from commercial fraud and imitation”.

These instructions have been applied from 2015/10/28, and led to accumulation of many shipments belonging to the oil companies as well as the companies of licensing rounds in border ports due to the different attestations for certificates of origin. That’s because most of these certificates have been attested in the countries of shipping and thus, the oil companies borne the demurrage resulted, and this also led to delay in executing the plans of fields development and production increase. Furthermore, these goods may have been damaged, expired or tampered with.

In order to ensure smoothly complete customs clearance issue outside of Iraq procurement material (or equipments), we would like to clarify that we will take the Certificate of Origin as one of important commercial criteria when we evaluate the commercial proposal.  .
