Bid Closing Date: no later than 16:00 (Baghdad Time), on or before April 10, 2022.

The bid document purchase receipt must be received by emails to ex_mohamed.a@cnoociraq.com; ex_chafikben@cnoociraq.com; ex_abderrahm@cnoociraq.com; ex_badreddin@cnoociraq.com (“Tender Contact Emails”) on or before deadline.

ITT Section 1. Clause 11.1

Tenderer’s bid Proposal shall be irrevocable for a period 240 calendar days (“Bid Validity Period”).

ITT Section 1. Clause 12.1

Fail to meet any of below key factors will lead to disqualification:

1) Scope of Business must be related to the scope of work of the tender.

2) Legal Entity and Qualification of Bidder

3) Bid proposals are in properly sealed condition

4) Bid Proposal Period of Validity shall be as required in this TENDER DATA SHEET (TDS) (aforementioned Clause 11.1).

5) Bid Bond submission

6) Signed & Stamped Cover Letter (as per Section 2 PROPOSAL CONTENTS AND FORMS, Attachment 2A: Proposal Format of Cover Letter)

7) Price proposal is separate from Technical & Commercial proposal.

8) The Contractor must have conduct Site Visit at its own cost to COMPNY’s premise in Missan Oilfields before the bidding and must meet with COMPANY’s designated representatives before submission of bid document to discuss, understand, acknowledge and confirm the COMPANY’s requirement. Otherwise the Contractor shall be disqualified from the beginning of bidding process. The COMPANY has the right to visit Contractor’s premises, present or past project locations, to know about the Contractors Quality and Performance.

9) Weekly food menus (separate for Chinese Canteen & International canteen) and the names of seasonal fruits for each month which will be available for Company project are requested to submit with technical bidding documents. Weekly food Menu will be as a part of technical evaluation. The contractor must provide CVs of at least eight (8) Chinese Chefs and five (5) Arabic Chefs. Those Chefs should have valid Iraq’s visas, and they can attend cooking test in Company’s Camps at any time during the technical evaluation period. Otherwise, the contractor should be deemed as disqualified in Technical stage.

10) The Contractor must submit a detailed project execution plan with personnel organization chart for all the services after site visit, which should include the detailed position and personnel number with good performance recommendation letter from international oil companies working in Iraq oil fields.

11) The Contractor must demonstrate, with clear and attested evidences, its routes or channels and suppliers for obtaining all the Chinese, Arabic and international foodstuff and ingredients with bidding documents.

12) The bidder must have eight (8) years of experiences in catering service & Hotel Service for IOCs (international oil companies) in Iraq and one (1) year of experiences in Chinese catering service, its track record must be submitted with all justifications and evidences.

13) Bidder shall be solely responsible for the execution of the contract, including all services mentioned in the contract, such as catering, cleaning, laundry, pest control, and foodstuff logistics, uniform. Company will be responsible for the Contractor’s security clearances who signed this contract.

14) Valid certificates: ISO 9001 (Quality), ISO 14001, ISO 18001, ISO 22000 : 2018 certificates issued by International Accreditation Bodies. All ISO certificates will be checked and confirmed online through the issuer website.

ITT Section 1. Clause15.1

Bid bond: US $160,000.00 (US Dollars One Hundred Sixty Thousand Only), The Bid Bond must be presented to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.

The original validity of the bid bond shall be the same as aforementioned Bid Validity Period in Clause 11.1.
